Usage: SET ALWAYS_SPLIT_BIGGEST [ON|OFF|TOGGLE]
  If ON, all new windows displayed will split in half the largest
  visible window to make room for themselves.  If OFF, the 
  current window is always split unless it is too small, then the
  largest is split.
