Usage: WINDOW SCROLL [ON|OFF|TOGGLE]
  This controls scrolling for the current window.
  The settings of the system variable SCROLL is used as are 
  used as default for new windows created.  If more than one 
  window exists, then executing a SET SCROLL will change 
  the settings for the current window only.
