Usage: SET FULL_STATUS_LINE [ON|OFF|TOGGLE]
  When ON, IRCII will always draw its status line to fill the 
  entire width of the screen.  When OFF, the status line will
  only be as long as it needs to be to accommodate the displayed
  information.
